I'm choosing between two versions of the same graphics card: one with two fans and a smaller heatsink, and another with three fans and a larger cooler. My room gets uncomfortably hot during summer, so I'm wondering whether the larger heatsink and extra fan would reduce the amount of heat released into the room. Is GPU power consumption the main factor, or can the cooling design make a meaningful difference?

Case airflow matters for component temperatures and noise, but it doesn’t make the heat disappear. Eventually, nearly all the electricity used by the PC becomes heat in the room. If the total heat is still a problem, you need to ventilate the room or use air conditioning; simply adding another GPU fan won’t solve it.
If the room is getting too hot, focus on lowering power draw: choose a more efficient GPU, enable a power limit, undervolt it, or reduce the clock speed. A cooler GPU can sometimes boost higher or avoid thermal throttling, but that may increase power usage if the card is allowed to run harder.
The main advantage of the three-fan version is usually lower temperatures and less noise. Its larger heatsink can spread the heat over more surface area, allowing the fans to spin more slowly. It does not reduce the total heat output unless the card actually uses less power.
For the same GPU running at the same power level, both models will ultimately add about the same amount of heat to the room. A 250-watt card produces roughly 250 watts of heat, regardless of whether it has two fans or three. The heatsink and fans only transfer that heat from the GPU into the air more effectively.
