I spilled beer over the touchpad of my Lenovo LOQ 15IRX9. I shut it down immediately, turned it upside down, and have been drying it with a cool fan. Is there anything else I should do? How long should I wait before trying to turn it on, and how can I make sure it is safe?

I would not try powering it on right now. Give it plenty of time to dry, but remember that beer is not like plain water and can leave conductive residue. If you are not experienced with laptop disassembly, taking it to a repair technician is safer than forcing a stubborn screw or accidentally damaging the casing. Ask them to check for liquid exposure and clean the internals before testing it.
Do not turn it on or plug in the charger yet. Keep it powered off, disconnect any accessories, and let it drain upside down in a dry, ventilated place. A fan with cool air is fine, but avoid heat. Beer can leave sugary or acidic residue behind even after the liquid evaporates, so simply waiting may not be enough. If you are comfortable opening the back, disconnect the battery first and clean any affected internal areas with a soft brush and high-concentration isopropyl alcohol, ideally 90% or higher. Let everything dry completely before reassembly. If you are unsure about opening it or cannot remove a screw, have a repair shop inspect and clean it.
Keeping it off greatly reduces the risk of an electrical short, but residue can still cause corrosion over time. That is why cleaning the affected areas is recommended, especially if the spill reached beneath the touchpad.
So it is safe as long as it stays completely powered off, or could the spilled beer still cause damage while it is drying?
