I'm new to building PCs and I'm considering a build with an RX580 8GB, a Ryzen 5 3600, and 32GB DDR4 RAM. I want to know if this setup can run Rainbow Six Siege smoothly at about 100 FPS, and if it's a decent build for under $500.

Honestly, I think paying $500 for that build might be a bit much. The AM4 socket has great upgrade potential, and 32GB of RAM is solid. You might want to look for cheaper options without the CPU or GPU, and then grab a 5800X3D with a 3060 Ti if you can swing it.
Isn't the 5800X3D around $500 on its own? I saw it out of stock at $350 but then it was back up to about $535. Great CPU but it's pretty much all your budget!
