Windows 11 shows Code 19 and no mouse works

After shutting down my Windows 11 PC overnight, I found that my Logitech mouse no longer worked when I turned it back on. I tried three different mice, but none were detected or usable. Using only the keyboard, I opened Device Manager, uninstalled the mouse devices, and restarted the computer, but that did not fix the problem. Device Manager shows Code 19 when I check the mouse properties. What should I try next?

Try a full power reset: shut the PC down, unplug it, disconnect all USB devices, and hold the power button for about 15 seconds. Reconnect only the keyboard and one mouse, then start it again. If the mouse works in BIOS or in Windows Safe Mode, the hardware is probably fine and a Windows driver, startup program, or recent update is likely causing the problem.

Code 19 usually means Windows cannot load the device because its registry configuration or driver information is damaged. In Device Manager, open the mouse properties and check the General tab to confirm the exact message. If the issue began after an update or software change, use keyboard navigation to open System Restore and roll back to a restore point from before the failure.
