I recently built or bought a new PC, and whenever I launch Overwatch, it takes about one or two minutes before the game starts running at its maximum FPS. Is this normal, or could something be slowing down the system?

Yes, I mean the highest FPS the PC is capable of running. It takes roughly one or two minutes after launching before it reaches that level.
