I'm planning a PC upgrade but I'm not sure which components are currently limiting my system. My build has a Ryzen 7 3700X, 16GB of RAM, a 1TB SSD, a GTX 1660 Ti, a B550 Gaming Plus motherboard, and an NZXT H510 case. I may also have a spare 8GB memory stick, although I'm unsure whether adding it would be worthwhile. My GPU budget is around $500–$700, and I'm considering an AMD Radeon RX 9070 Challenger for about $650. Would my CPU, memory, power supply, or any other component hold back that GPU, or should I upgrade more of the system first?

The graphics card would make the biggest difference, so I’d upgrade that first. The Ryzen 7 3700X won’t prevent the RX 9070 from being useful, although a CPU upgrade would be the next logical step later. The exact power-supply requirements should still be checked before buying, including its wattage, age, and available GPU power connectors.
With a maximum budget of $700 and the GPU costing around $650, buying the RX 9070 now is reasonable. You should see a major improvement over the GTX 1660 Ti. Keep the 3700X for the time being, then consider a CPU upgrade if you later notice the GPU isn’t being fully utilized or if you play at high frame rates, especially at 1080p. At higher resolutions, the graphics card will usually matter more.
Before adding memory, make sure you’re running two matching sticks in the motherboard’s recommended dual-channel slots, usually A2 and B2. Don’t add a random third 8GB stick just because it’s available; mixed capacities or mismatched modules can reduce compatibility and performance. If you want more memory, replacing the current kit with a matched 2x16GB kit is generally cleaner. A fourth stick can work, but it isn’t necessary for most gaming builds.
I currently have 16GB installed and was considering adding the spare 8GB stick, or buying another matching stick to reach four total. Would that be worthwhile, or would it be excessive?
My budget is capped at $700, and the RX 9070 model I’m considering is listed at about $650.
