My aunt recently passed away and had planned for my grandmother to use her iPhone. I know the device passcode and the iCloud password, but the phone keeps prioritizing Face ID and I'm unsure how to remove her account without using her face. I also have a copy of the death certificate. What is the proper way to erase the phone and remove the account?

Face ID can be bypassed by restarting the iPhone or holding the side and volume buttons until the power-off screen appears. After it restarts, it requires the passcode instead of Face ID. With the passcode, open Settings, tap the Apple Account name, choose Sign Out, and enter the account password if requested. Then erase the phone and set it up for your grandmother.
You may also be able to erase it remotely through Apple’s Find My service by selecting the iPhone and choosing Erase This Device. After the erase completes, remove the device from the account. Be aware that Activation Lock can still prevent setup unless the device is properly removed from the deceased person’s Apple Account.
If signing out is blocked or the account can’t be accessed, contact Apple Support and ask about access for a deceased family member. They may request the death certificate and proof of your legal authority or relationship. Apple generally won’t transfer personal account data, but they can explain the available process for removing Activation Lock or handling the account.
