Is a $680 graphics card a good buy for value-focused gaming?

I'm currently using integrated graphics and want a GPU that delivers strong FPS per dollar. I found what was listed as a Radeon 9060 GRE for $680 after taxes. I realize it may not perform as well as a 9070 XT, but GPU prices are high and this seems like a reasonable deal. Is this a smart purchase, or should I look at other options in the same price range?

Double-check the exact model first. The name may be a mistake for either a 9060 XT 16GB or a 9070 GRE. At $680 after tax, neither sounds especially compelling when a 9070 can sometimes be found for around that price, and an open-box 9070 XT may also be possible.
