Why Is My GPU Usage Low and Performance Stuttering at 1440p?

I built this PC about a year ago with an RTX 4070 Ti, an i5-12600K, 16GB of DDR4-3200 CL14 memory, and a 1440p 185Hz monitor. About a month ago, several games started stuttering badly, especially in certain areas. GPU usage often drops into the 50–60% range, while total CPU usage sits around 40–50%. In games such as Minecraft, modded Skyrim, and Dead Island 2, the GPU usually stays below full utilization even when frame rates fall into the 60–70 FPS range. XMP is enabled, and I have already set the NVIDIA and Windows power settings to prefer maximum performance. Could this be a CPU bottleneck, a problem with specific CPU cores, thermal throttling, memory usage, or something else?

Overall CPU usage can be misleading because a game may heavily load one or two CPU cores while the remaining cores are mostly idle. That can create a CPU bottleneck even when total usage only shows 40–60%. Check per-core CPU utilization, clocks, temperatures, RAM usage, and frame-time graphs rather than relying only on total CPU usage. I would not upgrade immediately based on these numbers alone; an i5-12600K should generally pair well with a 4070 Ti at 1440p.

Low GPU usage is normal when the game is not demanding enough to fully use the graphics card, particularly with older or heavily modded games. Minecraft and Skyrim can also be limited by a game engine, a single CPU thread, mods, or frame-rate settings. Dead Island 2 is more demanding, though, so if it also stutters, compare your results with a known GPU-heavy title and check whether V-Sync, an FPS cap, background software, or a recent driver or game update is involved.

That makes sense for some of the older games, but Dead Island 2 also drops into the 60s and rarely pushes the GPU beyond roughly 75%, so I’m still trying to find what changed.

Avoid using UserBenchmark to diagnose this. Its results are not considered a reliable way to evaluate hardware performance. Use a reputable CPU benchmark such as Cinebench and a graphics benchmark such as 3DMark, then compare the scores with systems using similar hardware. Also verify that the RAM is running in dual-channel mode, your BIOS and chipset drivers are current, and the games are installed on a healthy drive. An overlay from Afterburner and RivaTuner is useful for displaying all of these readings while gaming.

Use MSI Afterburner with RivaTuner Statistics Server to log the readings while you play. Monitor per-core CPU usage, CPU and GPU clocks, temperatures, RAM and VRAM usage, storage activity, average FPS, 1% lows, and 0.1% lows. When a stutter happens, check whether a CPU core is saturated, clocks suddenly drop, memory is full, or the game is waiting on the storage drive. That information should reveal whether this is a real hardware limit or a separate issue.

During one frame-rate drop I recorded about 79 FPS, 64 FPS for the 1% low, 58% GPU usage, 56°C GPU temperature, a 2835 MHz GPU clock, 59% CPU usage, 60°C CPU temperature, and a 4.69 GHz CPU clock. Nothing seemed to be overheating or throttling.
