I'm building a PC for retro gaming and currently using an RX 460, but it's not meeting my performance expectations, especially for running Cemu at upscaled 4K. I'm considering buying an RX 580 for €70. Is that a reasonable price? I also have an option to get a 1080 Ti for €120, but it's a blower card, so I would need to set up some custom cooling. What do you think?

Honestly, €70 seems a bit steep for an RX 580. You should ideally look for something like a GTX 1660 Super for around €90-100 instead. It would offer better performance for your needs.
If you're considering the RX 580, just remember that while €70 might be the going rate for an 8GB version, the 1080 Ti is a much stronger card. You probably don't even need heavy custom cooling for it—maybe just a simple repasting.
No way, €70 is too high for an RX 580. Go for the 1080 Ti at €120—it’ll give you the performance boost you need!
The GTX 1080 Ti is definitely a better choice overall, even if it means dealing with a blower card. You can swap out the thermal paste and pads, which can really help with cooling and performance.
I’d suggest looking into the 5700 XT as another option for around €100. It offers great performance and is faster than the RX 580. But if you’re leaning towards Nvidia, then the 1080 Ti would still be a solid choice.
