I'm considering between the B650 TUF Plus and the X870 MSI Gaming Plus for my Ryzen 7 9800X3D. There's a $70 price difference between them. From what I've researched, it seems like there won't be a noticeable performance difference. The B650 model has PCIe 5.0 support, which is a plus. My main worry is the power delivery for overclocking purposes. Any advice would be appreciated!

You probably won't need an X chipset unless you're keen on setting up a massive NVMe RAID. For the majority of builds, the B650 will be more than enough.
You shouldn't expect any difference in CPU performance between the two. Also, with how overclocking is viewed today, it's not as crucial as it once was.
If you're in the USA, you can snag the TUF GAMING B650M-E for around $140. Honestly, just go for the B650 and save your money on unnecessary upgrades. Just remember, the PCIe 5.0 feature is only for M.2, not the GPU, but that really doesn't change much for most users.
I'd recommend going for the B650 TUF Plus. It won’t hinder your CPU performance at all.
