I'm a beginner building my first PC and I have a budget of about $1,000. I'm looking for advice on whether the parts I've selected work well together and if I'm optimizing them properly. Here's my build list: https://pcpartpicker.com/list/D4qy74. Thanks for any help!

You might want to consider lowering your RAM speed to 3600MHz. It can be tricky to get higher RAM working smoothly. Also, think about upgrading your PSU to at least 750W if you plan on any overclocking or auto-boosting; that would give you more headroom. Lastly, a better motherboard could also be a good idea, but that's just my opinion.

What do you mean by overcooking? Is it related to overheating? And what if I don't plan on doing any overclocking?
