I attempted to adjust my screen's refresh rate to around 75Hz, but now my display is completely black. It doesn't revert back automatically, and every time I start my computer, I'm greeted with a black screen. When I try to boot in safe mode, I see a screen indicating that my PIN is unavailable, and when I click to set up a new PIN, nothing happens. How can I resolve this issue?

You might want to try booting into safe mode to see if you can access your display settings. Once you’re in safe mode, you can change the refresh rate back to a standard one, like 60Hz, and then try booting normally again. That could fix the black screen issue.
Yeah, after you get into safe mode, make sure you adjust your display settings back down to a refresh rate that works for your monitor. If you’re not sure what to set it to, 60Hz is generally a safe option. After that, restart and see if your screen comes back!
