I've just built a new PC, and I'm using a Gigabyte RX 9070 XT, which requires three 8-pin power connections. My power supply only came with two individual PCIe cables, but I also have two dual PCIe cables. Is it safe to connect two individual cables while leaving one end of the dual cable unused? I'm a bit unsure since it's my first time handling a GPU like this. I've attached a picture to illustrate my setup. Any advice would be appreciated!

You should be fine! Many people are cautious about using pigtails, but most PSU manufacturers say it's safe to do so at full capacity. The RX 9070 XT mainly needs just two power connections; the third one is really just for overclocking, so you won’t run into any issues with just what you’ve got.
If you're using that dual cable, I recommend securing it with a Velcro wrap to tidy things up a bit. Having it hang loose won't cause any problems, but it's definitely cleaner and safer to keep it secured.
