I'm curious if using a contact frame is beneficial for my AMD 9950X3D paired with a Noctua cooler. I've heard it might help lower CPU temperatures and maximize cooler performance. What do you all think?

Most people, including myself, use contact frames mainly to prevent thermal paste from messing up those tricky chiplet areas since the frame covers them. But honestly, you probably won’t see any significant temp drops with an AMD chip.
Using a contact frame on AMD CPUs isn't going to make a huge difference. If you've got the cash to spend and want to try it out, go ahead, but it’s not really essential.
