I signed up for a 7-day trial of Tandem to help practice my French, but I was shocked when I was charged $69 after just a few days. I'm really in a tight spot financially and tried disputing the charge with Apple twice, but they declined my requests. Now I'm stuck and don't know who to contact since Tandem said Apple handles the transactions. What should I do?

Unfortunately, there's not much you can do besides initiating a chargeback, but that's risky since it could get your account banned. Just a heads up! Think carefully before going down that road.
Did you cancel the trial before the 7 days were up? If you didn’t, Apple is within their rights to deny the refund according to the agreement you accepted. If you do decide to go for a chargeback, make sure to back up everything important on your devices first because your account might get disabled, and you’ll have trouble accessing your stuff later.
I was under the impression that I was getting a free trial, but they charged me before it even started! I'm reaching out to the app developer about this—it feels unfair!
