While playing "Control", my 1% and 0.1% lows are hovering around 0-2 fps, even though my average fps is 70-80. My previous GPU, a Vega 56, managed 100-120 fps for both the 1% and 0.1%, so this is quite a drop. I reinstalled Windows in hopes of fixing this, but no luck. I'm using Riva Tuner for measurements, and I've installed the latest drivers. Here are my specs: CPU is a Xeon 2678v3, motherboard is Huananzhi X99-TF, RAM is 16GB Samsung DDR3 at 1600MHz in quad channel, and I have a Seasonic Core Gold 650W PSU.
