I recently bought an MSI RTX 5070 Shadow 2X OC, and I just realized it's factory overclocked. I'm concerned about the heat in my small PC case and whether I can turn off the overclocking. Does the GPU come with the overclock already enabled, or do I have the option to adjust it? Should I consider returning it for a non-overclocked version instead?

Don't stress too much about the overclock. The cooling systems on these cards are designed to handle the factory settings without overheating. If noise or temp becomes a bother, a simple undervolt can really help with power and heat management.
Factory overclocking on GPUs is usually minor and mostly for marketing. You'll find that it performs similarly to other cards. If heat's a concern, undervolting might help, but just a minor tweak can usually keep temperatures down without any major issues. I wouldn't rush to return it!
Overclocking is more about marketing with these factory OC cards. The difference in performance isn't that noticeable, and they typically have good cooling. If you want to manage heat, try undervolting instead of returning the card.
