I built this PC about five or six years ago and want straightforward upgrade advice. It has a Ryzen 5 3600 or 3600X, RTX 2060, MSI B450 Tomahawk Max, 16GB DDR4 RAM, a 750W SilverStone power supply, and an SSD with Windows installed. The case currently has no intake or exhaust fans apart from the CPU and GPU fans. I play competitive games such as Fortnite and CS2 at 1080p on Low or Performance settings with a 240Hz monitor. Average FPS is usually around 180–200, but it can drop to roughly 100 and stutter badly during fights or other hectic scenes. My budget is about €450. I was considering a Ryzen 5 5600, or possibly a Ryzen 7 5700X3D if available, along with an inexpensive tower cooler and two 120mm case fans. I would also have the PC cleaned and the motherboard BIOS updated. A local repair shop told me that upgrading is pointless because the GPU and motherboard are too old, and recommended saving for a completely new PC. Is a CPU upgrade worthwhile for this system, especially for improving 1% lows and reducing stutter? Could the RTX 2060 still be the limiting factor at low settings? Should I start with fans and maintenance, upgrade the CPU, or save for a new build?

The shop is being too dismissive. Your B450 board still has a worthwhile upgrade path, and there is no automatic need to replace the whole platform. Start with airflow and maintenance, though: two decent 120mm fans, one front intake and one rear exhaust, could make a big difference if the CPU or GPU is overheating and throttling. Clean the heatsinks, then check CPU and GPU temperatures, clock speeds, and frametimes while gaming. For the processor, the Ryzen 7 5700X3D is the strongest sensible AM4 upgrade if you can find it at a reasonable price. A Ryzen 5 5600 is cheaper and faster than your current CPU in some situations, but it will be a smaller improvement and is less attractive if your main goal is better 1% lows. Make sure the BIOS supports the new chip before installing it. The RTX 2060 can still become the limit during visually busy scenes, so no CPU upgrade can guarantee that every dip disappears, but improving the CPU and cooling should help with CPU-heavy competitive-game stutter. Also verify that the game is actually CPU-limited before choosing parts.
Get the case fans first. Running a relatively enclosed case with no dedicated airflow is a cheap problem to fix, and it is worth checking whether dust or high temperatures are causing throttling. After that, monitor GPU usage: if the GPU is near 99% during the dips, the graphics card is holding you back; if GPU usage falls while one or more CPU cores are maxed out, the processor or game engine is more likely responsible. A 5700X3D is the upgrade I’d target for this platform, while a regular 5600 is more of a budget stopgap. Your motherboard is not obsolete just because newer platforms exist, and the RTX 2060 is still usable for 1080p esports gaming. A new build only makes sense if you want a much larger performance jump or your current parts have other faults.
