Can I use this computer without a dedicated GPU for now? Will anything be damaged or negatively affected, and what limitations should I expect?

Yes, it should boot and run normally because the Ryzen 7 9700X has basic integrated graphics. There’s no special risk to the hardware from using it without a dedicated GPU. The limitation is performance: the integrated graphics are mainly for displaying the desktop and handling basic video playback, not demanding 3D work.
For web browsing, office work, streaming, and similar everyday tasks, it’ll be usable. Gaming, video production, animation, CAD, 3D modeling, AI workloads, and other GPU-accelerated programs will either run poorly or may not be practical at all without a dedicated graphics card.
A couple of the parts seem unnecessarily high-end for most builds. The Samsung 9100 Pro is extremely fast on paper, but a good PCIe 4.0 drive or entry-level PCIe 5.0 drive will feel nearly the same for normal boot and game loading. Depending on your main use, you might also want to compare the CPU choice and put some of the budget toward a graphics card.
