My motherboard may be delivered either before or after the next daylight-saving time change. I already have the rest of my components and was wondering whether the delivery date matters, since I'd rather avoid manually changing the clock in the BIOS during the build.

It doesn’t matter when the motherboard arrives. Once you install the operating system, it will normally set and adjust the system time automatically based on your selected time zone and daylight-saving rules. You shouldn’t need to change the BIOS clock manually just because the clocks change.
The BIOS clock is just the hardware real-time clock, and daylight-saving changes are mainly handled by the operating system. If the time is briefly wrong after building the PC, select the correct time zone and use the operating system’s automatic time-sync option. It’s not a reason to delay delivery.
