GPU Clock Speed and Usage Keep Spiking After Laptop Repair

I have an Alienware x16 R2 with an Intel Core Ultra 9 185H and an Nvidia RTX 4070. After a Dell technician replaced the CPU, GPU, and battery-related hardware, my gaming performance changed noticeably.

While playing Halo Campaign Evolved, the GPU clock repeatedly drops to around 400 MHz and then rises to roughly 1,300 MHz every second. The temperature remains around 88–89°C. Using the Nvidia overlay, GPU utilization also swings between about 20% and 98% at the same interval. The game runs at only about 21–40 FPS and freezes repeatedly, although the desktop works normally.

Nvidia Control Panel is set to use the Nvidia processor globally. I previously had a problem where games switched to integrated graphics, so I'm wondering whether that could be happening again. The system also installed several firmware updates after the repair.

Could the repair or firmware updates have caused this? What should I check, such as driver installation, GPU selection, power settings, or thermal throttling?

The unstable frame rate and repeated freezes are more important than the utilization percentage. Since this began immediately after the hardware replacement, first confirm that the game is actually using the RTX 4070 rather than the integrated GPU. Check the per-game setting in Nvidia Control Panel or Windows Graphics settings, not just the global option, and verify the active GPU with the Nvidia overlay or Task Manager while the game is running. A clean reinstall of the Nvidia driver would also be worthwhile, preferably using the laptop manufacturer’s recommended driver first.

Temperatures around 88–89°C can cause a laptop GPU to reduce its clock speed, especially if the system is hitting a power or thermal limit. Make sure the laptop is plugged in, set to its highest-performance mode, and that the vents are unobstructed. Use a monitoring tool to check GPU temperature, power limit, thermal-throttling flags, CPU temperature, and whether the RTX 4070 is drawing power during the clock drops. If the GPU is throttling immediately after a board or cooling-system repair, the heatsink, thermal paste, fan connection, or power configuration may need to be inspected by the repair service.

Because the problem appeared right after the repair and firmware updates, I would avoid assuming it is just a normal driver issue. Install the correct chipset, BIOS, and Nvidia graphics drivers for the exact laptop model, then check the BIOS to make sure the discrete GPU or appropriate hybrid-graphics mode is enabled. If the game still drops to very low clocks and freezes after a clean driver installation and performance-mode check, contact the repair provider and report that the fault started immediately after their work. Ask them to test the machine under load rather than only checking whether it boots.
