How can I completely remove Norton from a Windows 11 laptop?

I bought a used gaming laptop running what I believe is Windows 11, and Norton Security was already installed. I followed instructions to uninstall it without using the official removal utility, but a remaining file or folder labeled "Norton LifeLock" is still present. Windows says it cannot be deleted because it is being used by another application, even though I have no other programs or user profiles open. What is the safest way to remove Norton and its leftover files completely?

If the software refuses to uninstall, try removing it from Windows Safe Mode, where most of its background services will not be running. A clean Windows reinstall from a USB drive is the most thorough option, but it will erase the laptop, so back up personal files first.
