Our services run Python inside containers, and we currently generate one SBOM from the built image and another from the dependency lockfile. They never match because the image also includes operating-system packages from the base image, while the lockfile only describes Python dependencies. We also need to account for wheels that bundle native libraries. Customers want a single SBOM for each release, so I'm trying to avoid manually stitching and deduplicating multiple documents. What tools or workflow can capture the Python interpreter, installed wheels, bundled libraries, and system packages in one pass?

An SBOM is an inventory of the software components inside a product, including versions and sometimes their relationships. It helps with vulnerability response, license reviews, and showing customers exactly what went into a release. For containers, generating it after the image is built gives you a better picture of what is actually shipped.
Be careful with wheels that include native or vendored shared libraries. Some scanners report the Python package but don’t identify every library bundled inside it, so test the output against a few packages with compiled extensions and verify that your chosen tool detects those files.
The disagreement is mostly structural: an image scan and a lockfile scan cover different layers, so matching them exactly isn’t expected. A single image-based SBOM should be more complete, but I’d still validate that it recognizes your pinned wheel versions and configure deduplication and vulnerability checks around that one artifact.
Generate the SBOM from the final built image rather than only from the lockfile. That lets the scanner see packages installed through the OS package manager, compiled components, the Python runtime, and the installed wheels. Tools such as Syft run multiple catalogers against one image, so the image can serve as the release source of truth instead of manually combining separate files.
