How can I identify a suspended process in Windows 11?

I suspended a process in Resource Monitor while helping a friend deal with malware. Since then, I can't change the default apps associated with file types, and I'm no longer seeing the usual Windows warning when something triggers a shutdown countdown. I've restarted the computer several times, but the problems remain. Is there a way to determine which process is suspended, or should I consider repairing or resetting Windows?

A process suspended in Resource Monitor normally won’t remain suspended after a full restart, so the continuing problems are probably caused by something else—possibly malware, damaged system files, or changed Windows settings. You can change associations through Settings > Apps > Default apps, then select a file extension and choose its handler. Since malware was involved, run a thorough offline or boot-time scan and consider checking Windows system files with DISM and SFC before resetting the computer.

I’ve restarted several times and the issue is still there. The Default apps page opens, but clicking the arrow beside a file type no longer brings up the app-selection window. The missing warning is the Windows message that normally appears before a shutdown countdown, not a prompt from the batch file itself.
