I'm trying to activate Windows 11 Pro inside a VMware virtual machine so the installation is properly licensed and continues receiving updates. I bought a product key from an online vendor, and the key installs successfully, but activation fails even though the VM has internet access. Phone activation may be available for some legitimate retail licenses. In Windows, open Activation settings and look for the option to activate by phone or contact Microsoft Support.
