How can I stop a Windows BSOD loop caused by Norton’s nllNetHub.sys driver?

My computer crashed while I was signing in, and it has been stuck in a repeating blue-screen loop ever since. Windows starts, reaches the lock screen, freezes, and then crashes again. The error mentions nllNetHub.sys, which appears to be connected to Norton's VPN or firewall components. Norton is installed because my dad insists on using it. How can I get into recovery or Safe Mode and remove or repair the faulty Norton component?

nllNetHub.sys is associated with Norton’s network and firewall filtering. A corrupted or incompatible Norton driver can crash Windows as networking starts. Try forcing Windows Recovery by interrupting startup a few times, then choose Troubleshoot > Advanced options > Startup Settings > Restart and select Safe Mode. Once there, uninstall Norton and its related VPN or firewall components, restart normally, and reinstall it only if it turns out to be necessary.

If the computer keeps opening Dell SupportAssist instead of Windows Recovery, use the Dell boot menu or BIOS recovery options to reach Windows Recovery. On many Dell systems, tapping F12 during startup opens the boot menu, while Windows recovery may also appear after several interrupted boots. From recovery, try Startup Settings or System Restore before removing Norton.
