My Apple Account is locked or disabled, but the iPhone itself works normally and is not in Lost Mode or Activation Lock. I have proof of purchase, but I cannot update apps or sign out of the locked account to use a different one. The usual support instructions have not solved the problem, and I am having trouble finding a way to contact Apple without going through Activation Lock steps. Is there another way to recover the account or replace it on the phone?

A locked Apple Account and Activation Lock are separate issues. Proof of purchase may help establish ownership of the device, but it usually does not override an account security lock. Follow Apple’s account-recovery process and contact Apple Support through its account or phone-support options if the automated steps fail. There is no legitimate bypass for the lock.
You can create a new account, but the old one generally must be removed from the iPhone first. Signing out normally requires the old account’s password and may also require resolving Find My or other security checks. If the account is permanently disabled, Apple Support is the only proper route; restoring the phone will not remove Activation Lock if Find My is still enabled.

I can create a new account, but I cannot sign out of the locked account on the phone. I was hoping there was a way to enter the new account without removing the old one first.
