My current draft includes a Ryzen 9 9950X, an Arctic Liquid Freezer III 360mm cooler, an Asus ROG Strix X870E-E motherboard, 32GB of DDR5-6000 memory, a 1TB Samsung 990 Pro SSD, a 1000W Platinum power supply, and a Fractal Design North XL case. I'm considering either a Palit RTX 5080 or a used RTX 4090. The 4090 is difficult to find new where I live, while the RTX 5090 costs more than twice as much as the 5080.
The total budget is around $5,000. Should I change the CPU, motherboard, memory capacity, storage, or graphics card to better suit Blender, video work, and local AI?

Treat the RTX 4090 and RTX 5080 as alternatives rather than planning to install both. For this use case, choose the 4090 if you can find a reliable used one at a reasonable price and need the extra VRAM. Otherwise, the 5080 is still a powerful option, but 16GB may become a limitation sooner in local AI and large Blender scenes.
The build is seriously short on memory for a workstation in this price range. Two separate 16GB sticks give you only 32GB, and the listed price appears unusually high. Buy a properly matched 64GB kit, preferably 2x32GB, and consider 96GB or 128GB if you work with complex scenes, simulations, or video.
I’d also question the need for an expensive X870E motherboard. A good B850 or X870 board should be enough for a single-GPU system. Put the savings toward more RAM and a larger SSD.
For Blender and local AI, VRAM is extremely important, so a good-condition used RTX 4090 would be a strong choice if you can verify it works properly. The 24GB of VRAM can be more useful than the newer architecture of a 5080 for larger scenes and models. I’d also aim for at least 64GB of RAM, or 96GB with a matched 2x48GB kit if your projects are especially heavy. The X870E board may be unnecessary unless you specifically need its extra connectivity; a regular X870 or a cheaper model could free money for memory and storage.
Consider an Intel Core Ultra 7 270K or a similar less expensive CPU if your specific Blender and video workloads benefit from it. It can offer strong productivity performance while leaving more of the budget for RAM and storage. The Ryzen 9 9950X is still a capable option, but the motherboard and CPU combination may be more money than you need to spend.
A 1TB system drive is likely to feel cramped once Windows, applications, Blender caches, project files, textures, and uncompressed video are installed. I’d make 2TB the minimum for the main NVMe drive, and add another large SSD if your budget allows. Keeping active projects and cache files off a nearly full boot drive will also make the system easier to manage.
