HP All-in-One Shows Standby Light but Won’t Power On After a Brownout

My parents' HP All-in-One PC (model 22-dd0153w, product ID 7Z6V8AA#ABA) runs Windows 11 and suddenly stopped turning on after a brief brownout. It was connected to a surge protector at the time. The white indicator near the power connection lights up when the cord is plugged in, but pressing the power button produces no response. I performed several hard resets by unplugging it and holding the power button for about a minute, and I also tried starting it with and without USB devices connected. Holding the power button for around ten seconds causes a small white light near the lower-right speaker area to illuminate, but it turns off as soon as the button is released. There is no visible screen image or other sign that the computer is starting. I tested both the surge protector and a wall outlet. I don't currently have tools to open the machine and would like to know whether there are any other safe troubleshooting steps before taking it to a repair shop.

Since the standby light comes on but the system does absolutely nothing when the button is pressed, the internal power supply or motherboard is a likely failure point. A brownout can damage power circuitry even when a computer is connected to a surge protector; surge protectors generally don’t regulate low voltage. If you’re comfortable opening it, inspect for burnt areas, damaged components, or bulging capacitors, and the power supply would be one of the first parts to test or replace. Otherwise, a local repair shop can diagnose the board and power supply without immediately replacing the whole computer.

I’d avoid paying a large diagnostic fee at a big retail service counter if there’s a reputable independent technician nearby. Ask whether they can test the power supply and motherboard first, and make sure they understand that preserving the data is important.
