I have an Intel Core i7-14700 configured in BIOS with a 170-watt power limit. During heavy workstation workloads, one or two cores reach 100°C even though I'm using a Thermalright Phantom Spirit and an LGA1700 contact frame. My room temperature is around 32°C. Since the chip is limited to 170W, I expected the cooler to handle it better. Is this temperature normal, or could the contact frame, mounting, or cooler installation be causing a problem?

A 32°C ambient temperature is already quite high, so CPU temperatures will naturally be higher than the results you usually see in reviews, which are often measured around 20–23°C. If the 100°C spikes only happen during sustained all-core workloads, they may not be unusual, but it would be useful to compare them with normal workstation usage rather than just a stress test.
For comparison, an i7-14700K running with a modest undervolt and a Thermalright Silver Soul 110 in a small-form-factor system can stay around 85–89°C at peak. That doesn’t prove your setup should match it, but temperatures reaching 100°C during ordinary workloads suggest checking the mount, contact frame, paste application, fan speed, and case airflow.
The contact frame doesn’t automatically guarantee good temperatures. Check that it’s installed correctly, the cooler is sitting evenly, and the mounting pressure is adequate. Removing and reseating the cooler with fresh thermal paste would be a reasonable troubleshooting step. A poor mount can make one or two cores run much hotter than the others.

These temperatures are happening during regular workstation workloads rather than a synthetic stress test, which is why I’m surprised that even a 170W limit is pushing the chip so high.
