I'm building a PC with a Ryzen 7 5800X, Radeon RX 7600 XT with 16GB of VRAM, and 32GB of DDR4-3200 memory. I'll mainly play games such as BeamNG.drive and do some light video editing. My monitor is 1080p at 100Hz. Will the memory or another component create a noticeable bottleneck, and should I consider changing the CPU if DDR4-3200 is too slow?

That setup is well balanced for 1080p gaming at 100Hz, and 32GB is plenty for current games and light editing. You should be able to reach or approach your monitor’s refresh rate in many titles. There will always be some performance limiter, but nothing here is an obvious problem.
The 5800X platform uses DDR4, so DDR4-3200 is completely appropriate. If DDR4-3600 costs about the same, it may provide a small performance improvement, usually only around 1–3%, but it isn’t worth paying much extra for. You definitely don’t need to replace the CPU just because you’re using DDR4.
For gaming, the RX 7600 XT and 5800X should work nicely together at 1080p. Light video editing should also be fine, especially with 32GB of system memory and 16GB of graphics memory. Your actual limiter may vary by game and settings, but that’s normal and doesn’t indicate a faulty build.
