My Ryzen 7 9800X3D sits around 51°C at idle. I'm cooling it with a Noctua NH-U12A and Duronaut thermal paste, and I've reapplied the paste twice with no noticeable temperature change. My case has three front intake fans and one rear exhaust fan, while the room is about 21°C. Under gaming load, it reaches roughly 62°C in Wuthering Waves at ultra settings and 66°C in Resident Evil 4 Remake at ultra settings on a 1440p monitor. Are these temperatures normal?

The load temperatures matter more than the idle temperature. Around 62–66°C while gaming is excellent, so the cooler, thermal paste, and case airflow all seem to be doing their jobs.
Those temperatures look completely normal. The gaming temperatures are especially good for this processor, and a low-50s idle reading isn’t something to worry about by itself.
That’s within the expected range. Other systems can idle anywhere from the low 40s to the high 50s depending on room temperature, fan curves, background processes, and motherboard settings. A system in a warmer 30–31°C room can easily idle around 55–57°C.
