I'm putting together a system with a Ryzen 9 9900X and am considering a used Radeon RX 6750 XT as a budget-friendly GPU. The processor came as part of a bundle, but I'm worried that the combined power draw could be too much for my 650W 80+ Bronze power supply. Would this PSU be safe, or should I look for a higher-wattage unit?

A decent 650W unit should be able to handle it. The RX 6750 XT is around 250W and the 9900X is roughly 120W, so the system should still have plenty of headroom under normal full-load use. The important part is the actual PSU model and its build quality, not just the Bronze efficiency label. If it’s a reputable unit with a solid rating, 650W is generally sufficient.
Don’t judge the power supply solely by its 80 Plus Bronze certification. Check the specific model against a reliable PSU quality list and make sure it has the necessary PCIe power connectors. A high-quality 650W unit is preferable to a poorly built 750W model.
I’d lean toward a good 750W PSU if you’re buying one anyway. It gives you more room for transient spikes, future GPU upgrades, and extra drives or accessories. It isn’t strictly required for this combination, but it’s a more comfortable long-term choice.

It’s listed as a B-tier model, so that sounds reasonably safe. I may still go with 750W if the price difference is small.
