I'm considering custom water cooling for both the CPU and GPU, but I'm not sure whether the extra cost, installation work, maintenance, and potential leak risk are worthwhile. I also like the idea of building something unique and have plenty of time to learn, so I'm wondering whether I should use a custom loop, separate AIO coolers, or stick with air cooling.

For gaming, custom water cooling probably won’t provide enough of a performance improvement to justify the price. A good air cooler for the 9800X3D, combined with a well-ventilated case, should be plenty. If you want something simpler with a high-end look, an AIO is a reasonable middle ground.
Custom cooling makes sense if you enjoy the building process, want a particular aesthetic, or are chasing a very quiet system. It isn’t really necessary for those parts just to play games. If you’re willing to take your time, leak-test the loop carefully, and accept that your first build may not look perfect, it can still be a fun project.
The 9800X3D doesn’t need water cooling, and an air cooler is less expensive and easier to maintain. Pumps can last for years, but they’re still another failure point, while an air cooler usually only needs a fan replacement if something goes wrong. For both the CPU and GPU, separate AIOs are possible, but they still add cost and pump noise without the flexibility of a proper custom loop.
I’d avoid a custom loop for a first build. You’ll already be learning cable management, component installation, BIOS settings, and airflow, so adding tubing, leak testing, draining, and regular maintenance creates a lot more opportunities for problems. It can be done, but it’s an entirely separate skill set.
If you decide to try it, optimize the basics first: choose a case with strong airflow, use quality fans, and plan the loop layout before buying parts. A custom loop is mostly about the experience and appearance rather than dramatically lower gaming temperatures, so make sure you actually want the hobby before committing.
