Is My CPU Cooler Fan Facing the Wrong Direction?

I'm using a Cooler Master Hyper 212 EVO ARGB that came from an older PC, and I'm not completely sure whether I mounted its fan correctly. My upgraded Ryzen 7 9800X3D reaches around 90°C during the hottest part of the day, even after cleaning the heatsink and applying fresh thermal paste. At night, when the room is cooler, temperatures are closer to 70–75°C. With the air conditioning running, the CPU reaches about 81°C at roughly 90% utilization.

The fan is mounted on the RAM side of the heatsink, with the side showing the support brackets facing toward the front of the case. I'm concerned that the fan may be blowing hot air in the wrong direction instead of pushing it through the heatsink and toward the rear exhaust fan. My case already has four installed fans, and I also have five spare 120 mm fans available if better airflow would help.

Should the fan's bracketed side face the back of the case? Are these temperatures mainly caused by the very high room temperature, or is the Hyper 212 too small for this processor? I'm considering adding more case fans or replacing the cooler with a stronger dual-tower air cooler or a liquid AIO before next summer.

A Hyper 212 is a fairly modest single-tower cooler for a 9800X3D. It can work, but a quality dual-tower air cooler such as a Thermalright Phantom Spirit would give you considerably more cooling capacity and is likely a better value than adding a large number of case fans. First correct the airflow direction and verify that the heatsink is mounted firmly, then consider upgrading the cooler if the temperatures are still higher than you want.

The mounting direction may not be ideal, but the room temperature is probably the biggest factor here. If the room is extremely hot, the CPU cooler has much less temperature difference to work with, so CPU temperatures will rise even when everything is installed correctly. The fact that your temperatures drop substantially when the air conditioning is on points strongly to ambient temperature being involved.

The fan should push air through the heatsink toward the rear of the case. On most fans, the side with the support struts or X-shaped frame is the exhaust side, so that side should generally face the back of the case. Since your fan is on the RAM side, it should pull cool air from the front of the case and blow it through the heatsink toward the rear exhaust fan. You can also check the small arrows molded into the fan frame to confirm the airflow direction.

Adding more fans may help only if the case currently has poor intake or exhaust airflow. Make sure the front fans bring cool air in and the rear or top fans exhaust it, but remember that case fans cannot make the internal temperature lower than the room. With the room approaching 100°F, CPU temperatures around 90°C under heavy loads are not surprising. Keeping the room cooler will help more than filling every available fan slot.
