I've been running several virtual machines on Oracle Cloud for more than four years. Around Christmas, I terminated an Ampere instance, but I haven't been able to recreate it because the region has supposedly been out of host capacity ever since. More recently, I shut down my Always Free AMD instance, and now I can't start it again for the same reason. I've been retrying for over a week. Has Oracle changed or ended the Always Free offering, or is this just a capacity problem in certain regions?

Oracle’s capacity errors can persist for a long time, and the error message doesn’t always make it clear whether the problem is quotas, regional capacity, or an internal provisioning issue. Trying another availability domain or region may help, if your setup allows it.
It may simply be a capacity issue rather than the free tier ending. Some regions have very few ARM hosts available, so people report having to retry periodically for weeks before getting an instance. The smaller one-core x86 instance is usually easier to provision.
The Always Free tier apparently still exists, but there have been changes to the resource limits. Instances exceeding the new limits may be stopped until they’re resized to fit within the allowed allocation, such as two OCPUs and 12 GB of memory.
