I noticed some damage or unusual wear on my laptop charger, specifically the cable running from the wall outlet to the power brick. I'm unsure whether it's still safe to use. It may be fine, but I don't know how to tell or where to find a suitable replacement for that cable if it needs to be replaced.

If the cable is frayed, melted, cracked, badly discolored, or has exposed wiring, stop using it. A damaged mains cable can cause shock, sparks, or a fire. Replace it rather than trying to tape or repair it.
You usually don’t need to replace the entire charger. Check the connector that plugs into the power brick and buy a matching replacement AC power lead from a reputable electronics or computer store. Match the connector shape and the cable’s voltage and current ratings, and don’t use a random cable just because it fits.
I wasn’t sure whether the picture had uploaded, but I’ll avoid using it until I can replace the cable.
