I built my current system in 2020 and it has been reliable, but the CPU has recently been running in the high 80°C range. I upgraded to an RTX 3090 Ti in 2023, and I'm seeing a small CPU bottleneck of under 5% in the games I've checked. The system uses an X570 motherboard, Ryzen 7 3800X, horizontally mounted RTX 3090 Ti, 1,000W Gold-rated power supply, 32GB of DDR4, and a Cooler Master SL600M case with a three-fan liquid cooler mounted at the top. The GPU stays below about 70°C. Would upgrading to a Ryzen 7 5800X3D be worthwhile, or should I wait for a future DDR6 platform? Also, are there better ways to improve airflow and reduce CPU temperatures?

The case is likely the bigger cooling limitation. Your top-mounted radiator is exhausting air, while the bottom fans are taking in air, but the closed front, rear, and side panels restrict overall airflow. The 3090 Ti produces a lot of heat, so moving to a case with a proper mesh front and more open intake paths could lower both GPU and CPU temperatures. Also verify that the bottom intake fans are unobstructed and that the fans are balanced for steady front-to-back airflow.
A 5800X3D would be a sensible upgrade because you can keep your X570 board and DDR4 memory. Depending on the games and resolution, it can provide a noticeable improvement without requiring a full platform replacement. Waiting specifically for DDR6 probably means waiting a long time, and a good AM4 X3D chip could carry this system for several more years.
If a 5800X3D is too expensive, a 5600X3D or 5500X3D may also be worth considering where they are available, though the 5800X3D is the more straightforward high-end option.
The temperatures and bottleneck do not sound alarming. A GPU temperature under 70°C is excellent, and a CPU in the high 80s under gaming or heavy loads is usually within its rated limits, though it is warmer than ideal. Check that the cooler is mounted properly, replace old thermal paste, clean the radiator and filters, and use a less aggressive motherboard voltage setting or a mild curve optimizer if supported.

Since the GPU is already staying around 70°C, the case is not failing completely, but a mesh case could still improve heat buildup around the CPU and motherboard.
