I'm currently using a Ryzen 5 3600 with an RTX 3060 and play games at 2560×1440. I've been considering upgrading to an RTX 5060, and online benchmarks suggest the processor shouldn't cause a major bottleneck. Before spending my limited part-time income, I'd like to know whether I should replace the CPU first or upgrade the graphics card. I can't afford to upgrade both right now, so which component should take priority?

The RTX 5060 is not an especially appealing 1440p card because its VRAM capacity can become a limitation. A used RTX 3070 or another stronger secondhand card could provide better performance for less money, as long as you can verify its condition.
Check your actual hardware usage while playing the games you care about. If the GPU is near 100% usage while the CPU has room left, upgrade the GPU. If the CPU is maxed out and frame rates or 1% lows are poor, upgrade the processor first. Since you play at 1440p, the GPU is more likely to be the best first upgrade.
I’d look beyond the RTX 5060. An RX 9060 XT with 16GB of VRAM may offer better performance per dollar, especially for 1440p gaming. The extra VRAM is also useful for newer games and higher texture settings.
Prioritize the graphics card for now. The Ryzen 5 3600 may hold you back somewhat in certain CPU-heavy games, but it should still be usable at 1440p. You can upgrade the processor later to something like a Ryzen 5 5600, 5600X, or another compatible AM4 chip.
