What’s the safest way to hold PC fans still while using an electric duster?

Canned-air multipacks have become surprisingly expensive, so I'm considering switching to a rechargeable electric blower for cleaning my GPU, case filters, and intake fans. My main concern is preventing the fans from free-spinning while the computer is shut down and unplugged. Holding each fan gently by the hub works, but it's awkward in tight spaces, and I'd rather not wedge anything into the blades. What nonconductive tool or technique do you use to keep PC fans stationary without damaging them?

A rechargeable electric duster is usually the better long-term purchase. It costs more up front, but you can use it in any orientation and won’t keep buying cans. To stop a fan, gently hold the hub or use a small folded piece of card to block the blades without scratching anything.

A finger on the hub works well when it’s accessible. For cramped areas, a piece of folded card or a soft cloth is less awkward than trying to wedge something between the blades.

You don’t necessarily need a special tool. A clean rag, folded card, or other soft nonconductive material can hold the blades still while you clean. Avoid forcing anything into the fan and don’t press hard enough to bend the blades or strain the motor.

Electric blowers are great for this and are generally more economical after a few cleanings. Just make sure the PC is fully shut down and unplugged, then keep the fan from spinning excessively while blowing air through it. A soft, dry brush can help loosen stubborn dust first.

Canned air is also fine if used correctly—keep the can upright, use short bursts, and stop if moisture or frost appears. The blower is simply more convenient for repeated cleaning.
