I'm building my first PC and having trouble choosing a CPU cooler that balances strong performance with low noise. I was initially considering the Thermalright Phantom Spirit 120, but conflicting reviews have made me unsure. My budget is around $50–60 maximum, and I'm open to changing the case if that gives me better cooler options.

You could also look at the ID-COOLING Frozn A620 Pro SE. It offers similar dual-tower cooling performance and is worth comparing with the Thermalright options, especially if it fits your case and is priced lower.

A basic Peerless Assassin should be more than adequate and is usually inexpensive. If you want to make a Phantom Spirit quieter, replacing its fans with Noctua models could help, but that would push the total cost well beyond your current budget.

The Thermalright Phantom Spirit 120 or Peerless Assassin is probably the best value in this price range. They’re dual-tower coolers with excellent performance for the money, although the Phantom Spirit may not be the absolute quietest option.
