Those messages usually mean the phone is managed by an organization, such as an employer or school. Device-management settings can block APK installations and other apps from unknown sources. If it’s a managed phone, only the organization’s IT administrator can approve or change that restriction.
If this is a work-managed device, the restriction is probably intentional to protect company data from unsafe or malicious software. Don’t try to bypass it; ask the administrator whether they can approve the app. For personal sideloading, use a phone you own and make sure the APK comes from a trustworthy source, since installing random APKs can expose your device to malware.
