My PC has a Ryzen 7 7700X, an NVIDIA RTX 5060 8GB, 32GB of DDR5 RAM, and Windows. My monitor is set to 200Hz, but every game is now hard-capped at exactly 100 FPS. Before this started, I was getting 150–300 FPS in games like Rainbow Six Siege, so it does not seem like normal hardware performance. I have already checked the NVIDIA frame-rate limit and it is set to 200. I also have an RTX 3060 12GB available and would like to know whether it is better than the 5060. The PC is a prebuilt, so I may need simple instructions for BIOS or driver-related checks.

Since the limit is exactly 100 FPS in every game, look for a global limiter rather than assuming the GPU cannot go faster. Check NVIDIA Control Panel and the NVIDIA app for Max Frame Rate, V-Sync, and per-game profiles. Also check whether RivaTuner Statistics Server, MSI Afterburner, or another overlay is limiting FPS. Some games have their own frame limiter too, so verify that it is disabled or set above 200. If you use borderless mode, try exclusive fullscreen as well.
Because this is a prebuilt, reinstalling or updating the graphics driver could help if a profile became corrupted. Use a clean NVIDIA driver installation, then reset the NVIDIA Control Panel settings to their defaults before changing individual options. Also make sure the display cable is connected to the graphics card rather than the motherboard.
Confirm that the monitor is actually running at 200Hz in Windows under Settings > System > Display > Advanced display. Also check the monitor’s own menu for a 100Hz mode or refresh-rate setting. A refresh-rate issue alone normally would not force every game to exactly 100 FPS, but it is worth checking alongside V-Sync and adaptive-sync settings.
I know Windows shows 200Hz, but I’m not sure which exact monitor model I have. I’ll check the monitor menu and its cable connection too.
The RTX 5060 is generally the better gaming card than an RTX 3060, despite having 8GB instead of 12GB of VRAM. The 3060’s extra memory can help in some heavily modded or high-texture games, but it is not usually a reason to replace the 5060 for normal gaming. Features such as Resizable BAR can be enabled in BIOS, but that would not usually explain a sudden hard cap at exactly 100 FPS.
I used to get well over 150 FPS on this same PC, so I agree that the current limit seems like a setting or software problem rather than the 5060 simply being too slow.

The NVIDIA limit is already set to 200, but I’ll check the game settings and any installed overlay programs for another limiter.
