I just turned on my Mac, and one of the first setup screens asked me to sign in or create a new Apple Account. I entered the information for a completely new email address and phone number, but after entering the verification code I received an error saying the account couldn't be created right now. I've also seen a message saying verification codes can't be sent to this phone number at the moment. Would creating the account from a PC or phone through Apple's website work instead?

Since the account is genuinely new, the issue probably isn’t that the email is already linked to another account. It’s more likely a temporary verification or Apple server problem. Try again later using a stable internet connection, preferably through the website first.
Try creating the account separately at account.apple.com from your phone or PC, then return to the Mac and sign in with the new account. This can sometimes work when the setup assistant is having trouble.
The verification message suggests Apple is temporarily blocking or limiting verification attempts for that phone number. Wait a while before trying again, make sure the number can receive SMS messages, and avoid repeatedly requesting new codes. If it still fails later, try a different trusted phone number or contact Apple Support.
