I was comparing different resolutions and saw some confusing results from a bottleneck calculator. At 900p, it claims my system has a 16% bottleneck, but at 768p it reports only 4%. Since lowering the resolution usually makes it easier for the GPU to render frames, I expected the CPU bottleneck to become more noticeable instead. Why would the reported percentage go down, and how should I actually determine whether my system is CPU- or GPU-limited?

There isn't one permanent bottleneck for an entire computer. The limiting component changes with the game, graphics settings, resolution, frame-rate target, and even the scene being rendered. A GPU limit is usually easier to work around by reducing settings or using upscaling, while a CPU limit often shows up as stuttering or poor 1% lows. In practice, having the GPU be the limit is generally preferable.
The best way to judge this is with real benchmarks rather than a calculator. If the GPU is near full utilization and lowering resolution noticeably increases FPS, you're probably GPU-limited. If GPU usage drops while one or more CPU cores are heavily loaded and FPS barely improves, you're more likely CPU-limited. Extremely low resolutions can also produce unusual results because drivers and game engines may not behave ideally, so testing around your normal resolution is more meaningful.
Those bottleneck percentages aren't reliable or clearly defined. A calculator usually can't tell you whether a component is limiting performance by a certain percentage, because the result depends on the specific game, settings, frame rate, drivers, and workload. A CPU might limit performance in one game while the GPU is the limiting factor in another.
Lowering the resolution reduces the amount of work the GPU has to do, so it can produce more frames. Once the GPU becomes fast enough, the CPU may become the part that limits the frame rate. That means lower resolution generally makes a CPU limit more likely, not less. If you want a practical answer, monitor GPU usage, per-core CPU usage, frame rates, and especially 1% lows while playing the games you care about.

The exact percentage doesn't really tell you anything useful. A claim like “20% bottleneck” could mean several different things, and those calculators usually don't explain which interpretation they're using.
