Why does Windows 11 wait until sign-in before connecting to Wi-Fi?

Several recent Windows 11 builds I've prepared only seem to get network access after a user signs in. I'm not sure whether this started with a recent update or is caused by our configuration. Before login, the Wi-Fi connection either does not appear or has no Internet access. Has anyone run into this, and what settings should I check?

If the wireless adapter does not appear at all before login, investigate the device driver, BIOS settings, and firmware—especially on specific laptop models. A driver-loading or security-setting problem can prevent the adapter from initializing until Windows starts the user session.

Check Group Policy first. There are policies that control whether Windows waits for the network during startup or only connects after a user signs in. Power-management settings for the wireless adapter are also worth checking, since the device may not be fully enabled until logon.

The Wi-Fi authentication method is important. With WPA2/WPA3-Enterprise using 802.1X user authentication, the computer may associate with the access point but still have no usable network access until the user provides credentials. Check the DHCP status before and after sign-in to see whether the machine has an address.

Make sure this is actually an Internet-connectivity problem and not just the status icon. Windows performs a connectivity check that can be blocked by a proxy or firewall, even when the LAN is working. Also allow a little time during startup for Wi-Fi association or Ethernet link negotiation.
