Around 400 MHz can be normal when the laptop is idle, but it should increase substantially during a sustained workload. Since yours remains there under load, check whether the laptop is plugged into its original charger and whether the ASUS performance profile is set to Performance or Turbo rather than Silent or a battery-saving mode. If it still stays at 400 MHz, monitor CPU temperature, package power, and throttling flags with a hardware-monitoring tool. A faulty charger, power-delivery problem, embedded-controller issue, or motherboard fault could be forcing the CPU into an extreme protection state. Since reinstalling Windows and resetting the BIOS did not change anything, warranty service may be the next practical step.
