I'm choosing between a 16-core 9950X3D and an 8-core 9800X3D. My system is currently CPU-limited in demanding games with a 7600X, and I'm especially concerned about frame-time consistency rather than average FPS. I want to know whether the 9950X3D offers meaningfully better 1% and 0.1% lows when the game is running alongside heavy background activity.
My usual workload includes OBS Replay Buffer, potentially using x264 encoding, a browser with 10–30 tabs and several videos or streams, Discord screen sharing while watching multiple muted streams, Spotify, Steam, Razer software, WhatsApp, active downloads or updates, and VPN software. These applications run across multiple monitors while I play CPU-heavy games, and I have a powerful GPU that I may upgrade later. I currently have 32 GB of RAM and normally stay below roughly 26–27 GB of usage.
Most published benchmarks test gaming with little or no meaningful background work, so I'm specifically interested in real-world reports or reviewer testing that compares stuttering, 1% lows, and 0.1% lows under this kind of multitasking. Is the 9950X3D noticeably smoother, or would the 9800X3D perform similarly in games?

Most of the listed programs probably won’t create a huge load by themselves. Browser video playback is often handled by the GPU, and muted or low-resolution streams are relatively light. OBS becomes much more relevant if you switch to x264, while downloads usually matter more for bandwidth and storage activity than sustained CPU usage. There will likely be some difference in a carefully controlled test, but it’s difficult to predict how large it will be without measuring your exact workload.
If streaming quality is the priority, a hardware encoder or a platform with a strong integrated encoder can reduce CPU load much more directly than buying a larger gaming CPU. The 9950X3D is the better all-round multitasking chip, but it won’t automatically eliminate stutters if the cause is memory pressure, storage activity, driver overhead, or inconsistent background processes.
Make sure memory capacity isn’t the limiting factor. With 32 GB, you’re probably fine if usage really stays below 27 GB, but heavy browser tabs, several video streams, Discord sharing, and recording can push the system into paging unexpectedly. That kind of hitching can look like a CPU problem. Monitoring RAM, GPU video-decoding usage, CPU thread utilization, and frame times while reproducing the issue would tell you more than average benchmark results.
The 9950X3D should have an advantage when the background workload is genuinely CPU-heavy, because its extra cores can handle those tasks while the game gets more room to run. That said, the two chips are generally very close in gaming performance, and the larger CPU is also more expensive and uses more power. If you regularly encode with x264, stream, render, or run other sustained workloads while gaming, the additional cores make more sense. For ordinary apps and a handful of streams, the 9800X3D may be just as smooth.

That’s why I’m mainly interested in the 0.1% and 1% lows. Even a small amount of extra background load can feel much worse if it causes frame-time spikes, especially in games that already max out the CPU.
