I bought a 9060 XT 16GB for €470, but I've heard that graphics card prices may rise soon. The 9070 models near me still seem to be selling at their usual prices. Should I expect the 9060 series—especially the 16GB version—to increase too, or might prices stay stable?

The 9060 and 9070 series could both see price increases, although the exact amount will depend on retailers, distributors, promotions, and remaining stock. Some stores may not have updated their prices yet, while others could be discounting older inventory. The 16GB 9060 XT may be affected more than lower-capacity models, so €470 might end up looking relatively reasonable if prices rise over the next few months.

If new graphics cards become significantly more expensive, the used market may be the better value. That said, calling every new-card purchase a scam is too broad—compare the current price with performance, warranty coverage, and prices from several retailers before deciding.
